Job Details


To plan, direct, and review the activities and operations of the Wakarusa Township Fire Department including emergency medical first response, fire suppression, prevention, hazardous materials, and other emergency operations for the Fire Department.


Receives supervision from Township Board Members.


Supervises all personnel.


Important responsibilities and duties may include, but are not limited to, the following:

Essential Duties and Responsibilities

•The Fire Chief shall be responsible for administering fire service by:

◦Manage supplies and materials required for station and equipment maintenance is adequate, inventoried and issued as required.

◦Manage maintenance and deployment of all department apparatus.

◦Attend all required meetings.

◦Supervise and participate in development and administration of the department budget; direct and justify the forecast of funds needed for staffing, equipment, materials, and supplies.

◦Maintain personnel records.

◦Recording and reporting any accidents.

◦Maintain a recruitment process that ensures an adequate number of volunteers.

◦Direct public education of fire department activities.

•The Fire Chief shall be responsible for all of the emergency response activities in Wakarusa by:

◦Assuming command at fire/rescue emergencies and directing operations when necessary.

◦Respond to a variety of hazardous materials incidents.

◦Provide necessary medical care for patients in a first response capacity for Lawrence Douglas County Fire & Medical.

◦Ensuring or facilitating the required incident reports and submitting to the Kansas State Fire Marshal’s Office in a timely manner.

◦Preparing recommendations for the improved effectiveness and efficiency of the department.

◦Submitting reports concerning the activities of the department to Township.

◦Participating with the Douglas County Fire Chief’s Association, as well as representing the fire department with all other outside agencies and organizations.

•The Fire Chief shall be responsible for and participate in the training of personnel by:

◦Ensuring that training is meaningful and in accordance with departmental policies.

◦Identifying perceived deficiencies in the performance capabilities of personnel and preparing recommendations to correct these deficiencies.

◦Consulting with volunteer training officers and providing input into training programs.

◦Maintaining the appropriate training records and evaluations of all department personnel.

◦Attending officer training courses as offered by credible organizations, agencies, and schools.

•The Fire Chief shall be responsible for and direct pre-emergency planning and fire prevention by:

◦Ensuring that pre-emergency plans are compiled, with copies supplied on each apparatus and made available to all members.

◦Ensuring that serious Fire Code violations are reported to the proper authorities.

◦Maintaining detailed records of high hazard occupancies and hazardous materials inventory, as well as communicating those records to outside agencies involved in hazmat response to the city.

◦Coordinating and administering all fire prevention services and providing fire inspections.

◦ A fire department presence at special events.

◦A community education programs for the purpose of fire prevention and life safety.

•The Fire Chief shall ensure the levels and quality of service are in accordance with municipal policy by:

◦Participating in developing and maintaining standard operating procedures.

◦Ensuring the level of promotion and discipline is maintained.

◦Participating in the recruiting and screening processes of volunteer personnel.

•The Fire Chief shall be expected to perform other such duties as assigned.



•Policies and procedures of the Wakarusa Township Fire Department and Douglas County Medical Protocols.

•Operation, maintenance and uses of modern fire fighting apparatus and equipment.

•Methods, techniques and equipment used in providing emergency medical services.

•Technical and administrative aspects of fire suppression and prevention and emergency medical services.

•Hazardous materials response and ice/ water rescue operations.

•Pertinent federal, state and local laws, codes and regulations.

•Fire and Building Codes.

•Modern office procedures, methods and equipment including computers and related software and equipment.

•Principles, practices, methods and techniques of modern fire and life safety and fire suppression and emergency medical activities.

•The geography of the Township and surrounding area.

•Specialized communications equipment.

•Various building construction techniques and the consequence of each type on fire suppression and prevention activities.

•Safe work practices and procedures.

•English usage, spelling, grammar and punctuation.

•Deal with confidential material in a discrete manner

•Adapt to changing times and technologies

•Work under stress and use good judgment in emergency situations.

•Tactfully respond to requests and inquiries from the general public.

•Oversee and assist in resolving a variety of situations characterized by conflict or danger.

•Operate specialized emergency communications equipment.

•Safely operate department vehicles, apparatus and other emergency equipment.

•Prepare and operate department vehicles, apparatus and other emergency equipment.

•Establish and maintain cooperative working relationships with those contacted in the course of work including city and other government officials, community groups and the general public.

•Abide by all federal, state and local policies, procedures, laws and regulations.

•Communicate clearly and concisely, both orally and in writing.

•Maintain physical condition appropriate to the performance of assigned duties and responsibilities which may include the following:

◦participating in fire suppression and emergency medical activities

◦running, walking, crouching or crawling during emergency operations

◦moving equipment and injured/deceased persons

◦climbing stairs/ladders

◦walking, standing or sitting for extended periods of time

◦performing life-saving and rescue procedures

◦operating assigned equipment.

•Effectively deal with personal danger which may include exposure to:

◦hazardous chemicals and materials

◦fumes and smoke

◦intense heat

◦electrical hazards

◦confined or high work places

◦dangerous animals

◦extremely loud noises

◦hazards of emergency driving

◦hazards associated with traffic control and working in and near traffic, natural and artificially-created disasters.

Experience and Training Guidelines

Any combination of experience and training that would likely provide the required knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities would be:


7 years of firefighting experience in a volunteer environment or 4 years Full Time


Equivalent to the completion of the twelfth grade.

Or preference given to:

Equivalent to Associates Degree in the fire related field.

Minimum Licenses and/or Certifications

1.Certified Red Cross First Aid/CPR/AED

2.Possess a valid Kansas Motor Vehicle Operators License. (Copy required with application)

3.Possess at least a Class B Non CDL Driver’s License.

4.Possess Kansas Certification in Firefighter 1 and 2 (Or IFSAC/ProBoard accredited equivalent).

5.Possess Kansas Certification in Hazardous Materials Awareness and Operations (Or IFSAC/ProBoard accredited equivalent).

6.Kansas Certified Emergency Medical Technician (EMT) or National Registry EMT with Kansas Eligibility, as defined by the Kansas Board of Emergency Medical Services or higher certification

Recommended and encouraged Licenses and/or Certifications

1.Kansas certified Emergency Medical Training Officer

2.Certified Red Cross First Aid/CPR/AED Instructor

3.National certification Fire Service Instructor 1

4.Kansas certified Emergency Vehicle Driving Instructor


Environmental Conditions

•Work is performed in internal and external environments, with exposure to inclement conditions, extreme temperatures and lighting conditions.

•Exposure to hazardous materials and areas with high noise levels.

•Subject to extended periods of intense concentration in the assessment of emergency, personal and public safety, and health situations.

•Subject to working extended periods ranging from 24 hour shifts or longer, and under fatigue and physical exhaustion.

•Required to operate hydraulic and pneumatic equipment, gas and electric saws as well as medical equipment.

•Required to work in close proximity to multiple types of commercial and industrial machinery, and high voltage power and generator power sources.

•Requires extensive periods of walking, climbing, standing, stooping, bending, reaching, kneeling, lifting and hoisting such as fire/medical equipment and victims.

•Required to operate emergency response vehicles.

•Exposure to, or contact with, individuals having infectious and/or communicable diseases.

Physical Conditions

This is heavy physical work requiring the ability to lift, crawl, run, climb, etc. while wearing or carrying heavy equipment and gear weighing about 50 pounds; ability to function effectively in life/death situations relying on sight, hearing, smell and touch to make critical decisions while maintaining safety of others/self; ability to accept risk of bodily injury/death in performance of duties; ability to face exposure to and take precautions against: carcinogenic dusts, toxic substances, infectious agents, disease, and the visual and emotional shock of burn/trauma victims. This position requires SCBA and respirator medical certification. Essential and marginal functions require maintaining physical condition appropriate to the performance of assigned duties and as specified by firefighter physical fitness standards.
